MAXIMUM SUSTAINED SURFACE WINDS WERE ESTIMATED AT 35 KNOTS GUSTING TO 45 KNOTS. SEE REF A (WTPS31 PGTW 040300) FOR FURTHER DETAILS. (2) NO OTHER TROPICAL CYCLONES. B. TROPICAL DISTURBANCE SUMMARY: (1) THE AREA OF CONVECTION (INVEST 92P) PREVIOUSLY LOCATED NEAR 15.0S 137.4E IS NOW LOCATED NEAR 15.0S 136.9E, APPROXIMATELY 163 NM SOUTH OF GOVE AIRPORT. ANIMATED MULTISPECTRAL SATELLITE IMAGERY DEPICTS A BROAD AREA OF TURNING WITHIN THE SOUTHERN GULF OF CARPENTARIA. ENVIRONMENTAL ANALYSIS DEPICTS A MARGINALLY FAVORABLE ENVIRONMENT FOR DEVELOPMENT WITH WEAK OUTFLOW ALOFT, LOW TO MODERATE VERTICAL WIND SHEAR (15-20 KTS), AND WARM SEA SURFACE TEMPERATURES (30-31 C). GLOBAL MODELS AGREE ON 92P TRACKING WESTWARD, OVER LAND, OVER THE NEXT 24-48 HOURS WITH LITTLE TO NO FURTHER DEVELOPMENT. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 18 TO 23 KNOTS. The above conditions are being experienced in #NegrosOccidental(CityOfKabankalan, Ilog and HinobaAn) which may persist within 1 to 2 hours and may affect nearby areas. All are advised to take precautionary measures against the impacts associated with these hazards which include flash floods and landslides. Keep monitoring for updates.
