Heavy Rainfall Outlook

Refer to Weather Advisory No. 12 issued at 11:00 PM today for the heavy rainfall outlook due to Tropical Cyclone FRANCISCO and the Southwest Monsoon.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The Southwest Monsoon and the periphery of FRANCISCO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

Today: Most of Luzon, Visayas, Misamis Occidental, Lanao del Norte, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental.
Tomorrow (25 June): Most of Luzon, Panay Island, Negros Occidental, and Northern Samar.
Friday (26 June): Batanes, Ilocos Region, Apayao, Cagayan, Isabela, Aurora, Central Luzon, Metro Manila, CALABARZON, Occidental Mindoro, Oriental Mindoro, Romblon, Marinduque, and Bicol Region.

HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook

Up to rough seas over the following coastal waters:
Up to 4.0 m: The eastern seaboard of Batanes.
Up to 3.5 m: The remaining seaboard of Batanes; the northern seaboard of Babuyan Islands.
Up to 3.0 m: The remaining seaboard of Babuyan Islands.
Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
Up to 2.5 m: The seaboards of mainland Cagayan, Isabela, and northern Aurora; the northern seaboard of Ilocos Norte.
Up to 2.0 m: The remaining seaboards of Aurora and Ilocos Norte; the seaboards of Ilocos Sur, La Union, Zambales,  northern Quezon, and Kalayaan Islands; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the northern seaboards of Camarines Norte and Camarines Sur ; the eastern seaboards of Albay, Sorsogon, and Eastern Samar; the western and southern seaboards of mainland Palawan; the western seaboards of Pangasinan, Bataan, and Lubang Island.
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to Other Hazards affecting Land Areas for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
FRANCISCO will begin turning north northeastward towards the Ryukyu Islands and sea south of mainland Japan. On the track forecast, FRANCISCO will exit the Philippine Area of Responsibility (PAR) by tomorrow (25 June) afternoon or evening.
FRANCISCO is forecast to weaken into a severe tropical storm within the next 12 hours and will continue to gradually weaken throughout the forecast period.

Light to Moderate to at times Heavy rains are expected over #Cagayan(SantaAna, Gonzaga, SantaTeresita, Buguey, Aparri), #Batanes(Itbayat), #IlocosNorte(LaoagCity, SanNicolas, Sarrat, Paoay, CityOfBatac, Currimao, Pinili, Badoc, Piddig, Dingras, Banna, Marcos, NuevaEra), #IlocosSur(Santa, CityOfVigan, Caoayan, SantaCatalina, SanVicente, Bantay, SanIldefonso, Magsingal, SantoDomingo, SanJuan, Sinait, Cabugao), #Abra(Danglas, Bangued, Langiden, Pidigan, SanQuintin), #Pangasinan(Bolinao, Bani, Agno, Burgos, Dasol, CityOfAlaminos, Mabini and Anda) within the next 2 to 3 hours.

The above conditions are being experienced in #Cagayan(Calayan), #Batanes(Basco, Ivana, Mahatao, Sabtang and Uyugan) which may persist within 2 to 3 hours and may affect nearby areas.

The public and the Disaster Risk Reduction and Management Offices concerned are advised to MONITOR the weather condition and watch for the next warning to be issued at 02:00 AM Tomorrow.

All are advised to take precautionary measures against the impacts associated with these hazards. Residents along mountain slope are advised for possible landslides, mudslides, rockslides and flash flood.
