ENVIRONMENTAL ANALYSIS REVEALS FAVORABLE CONDITIONS FOR DEVELOPMENT WITH LOW VERTICAL WIND SHEAR (5- 10 KTS), GOOD UPPER-LEVEL POLEWARD OUTFLOW, AND WARM (29-30 C) SEA SURFACE TEMPERATURES. GLOBAL MODELS ARE IN FAIR AGREEMENT OF STEADY DEVELOPMENT WITH A SOUTHWESTWARD TRACK OVER THE NEXT 24 HOURS BEFORE TURNING SOUTHEASTWARD. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 23 TO 28 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1002 MB. The above conditions are being experienced in #Palawan(Rizal) which may persist within 1 to 2 hours and may affect nearby areas.
